I read the beginning of the thread, did not read all the posts.
I have been thinking something similar. Instead of targeting one Senator/Congressman we have to present our case to as many as Senators/ Congressman. Lets prepare a good power point or some other presentable document.
I am ready to take appointment with my local Senator/Congressman and present our case. I am positive I can get appointment with my local congresswoman. Please lets create a plan.

I just applied for a H1-B, I am under a H1B1(Singapore) I have a Master of Science, from a USA univeristy in California.
Does the UCSIS do the filtering in my application? Or was there a special process i had to follow?

Visa number is only "assigned" after all kinds of review and background checks are done. This is by far the last step in the wayward journey.
In other words your LPR status is registered only when the visa number is received from DoS. So pre-assigning of visa numbers while review continuing in the background is simply not possible !
Bottom line is getting VISA number assigned to file when current, and let them complete review at later time, once File has VISA number then its ready to for approval.

logically speaking lottery will be applied only on the applications that have crossed the limit. for 20000 MS H1 quota assume on April 4 the numbr of applications recieved is 18000 and on April 5 the number of applications recieved is 4000, then lottery will be held for the 4000 applications to determine the 2000 cases. All applications recieved on and after april 6 will be returned.
This is just my logical reasoning.
If less than 20,000 MS H1B applications were received on April 2, what will be the rules of the lottery? Will all those whose applications were received on April 2 be guaranteed a H1? In this case,will lottery apply for April 3 and April 4?

Yes, they go by the receipt date, which appears on your USCIS online status - they are suppose to go by the date delivered to mail room / receipt date printed on your 797
The Receipt date is the date when they actually receive our case in a Service Center. Notice date is when it got entered into the system. I-485 Notice shows both the RD and ND. RD should be August 17 for most of us, whose cases were transferred to various Service Centers. Online status shows the ND. The only confusion here is what do they go by(may be USCIS it self not sure how to prioritize - whether on ND or RD).
Strictly speaking, if they go by ND and if the ND is after Aug-17 we may not be eligible for GC, as our(July/Aug 07 batch) cut-off dates is august-17-2007. This is what I was told by DAO when I attended the interview at the local USCIS office.

My I-485 was recieved on 7/3/07.
140 was approved 6/2006 by TSC. See a LUD on 7/28/07.
My 485 was sent to NSC.
Still waiting for reciepts/cashed checks.

And all of us who are from India, let us not forget that INDIA faces similar issues of cross-border infiltration ( the reasons may be different), form some of our less than friendly neighboring countries.
Indian forces are trained and instructed to foil these guys from crossing over by whatever means necessary, including blowing their heads off with a well placed gunshot...and if arrested, we all know how our Police forces and other investigative agencies treat and interrogate the people in their custody...
Just one hypothetical question for these people...What if a pregnant female terrorist is arrested by police in India, just before she was about to engage in some terrorist act in India itself, is arrested and is shackled to her hospital bed, while she gives birth...would all of these "human rights supporters be saying these same things...
Where does the "humanity" that these "holier-than-thou" people are talking about, go.
We all feel happy when intruders are shot or arrested at out land borders....
If India has the right to protect its territory from illegal incursions by Citizens of other countries, why not US?
